Short answer: Wayne County Environmental Health issues three permits for a new septic system. The Improvement Permit (IP) says the lot is suitable. The Authorization to Construct (ATC) lets construction start. The Operations Permit (OP) is issued after the system is installed and inspected. The site evaluation fee is $350, plus $50 if a pump is required.

What you must do before the evaluation
- Provide a site plan, or a registered land surveyor's plat for an IP with no expiration date.
- Make the property accessible and clear brush.
- Flag the property corners, building site, driveway and pool.
An IP has no expiration date if the lot is surveyed and recorded, and is valid for 5 years if not. The ATC is valid for 5 years.
